Overalerting is a huge problem. It’s not NWS’s fault — it’s that we don’t have the infrastructure to notify drivers but not people at home in bed or in high-rise buildings of a threat that doesn’t pertain to them.

There needs to be an intermediate type of emergency notification in phones that IS pushed as priority but doesn’t produce a screaming tone. It would allow NWS to better convey urgent hazards that don’t always require immediate action.
