This conduct constitutes direct foreign interference in the internal affairs of a sovereign federal member state, in clear violation of international law, the Provisional Constitution of Somalia, and the principles of non-interference enshrined in the Charter of the United Nations. The motive behind your government’s conduct is both evident and deeply troubling. Your continued silence regarding the atrocities and killings in Bur Hakaba and across South West State reflects a deliberate disregard for civilian suffering. This silence coincides with arrangements under which Somalia’s natural resources have been compromised in exchange for political and military support. Such actions demonstrate a disregard for democratic governance, the rule of law, and the protection of civilian life, while prioritizing strategic and economic interests over the rights and welfare of the Somali people. Furthermore, the Minister of Ports and Maritime Transportation of the Federal Republic of Somalia (Abdulkadir Mohamed Nur) (Turkey Spy agent), acting under the direction and protection of your government, operates in a manner that advances external interests at the expense of Somali citizens, particularly those in South West State. The continued silence of the Turkish Embassy in Mogadishu cannot be interpreted as neutrality; rather, it conveys a message of indifference toward the suffering of innocent civilians. This situation is unacceptable. I hereby provide clear and formal notice that, following the formation of a new government after 15 May 2026, any act resulting in harm to civilians in South West State attributed to Gorgor forces trained and supported by your government will trigger immediate and comprehensive legal consequences. All bilateral agreements, contracts, concessions, and memoranda concluded under the current administration will be subjected to full legal review and, where found to be inconsistent with Somali law, the Constitution, or international legal standards, will be declared null, void, and without legal effect. Such measures will be undertaken without obligation for compensation. This notice is final and irrevocable. You are hereby directed to immediately instruct President Hassan Sheikh Mohamud to cease the deployment of Gorgor forces and to halt all actions that contribute to unlawful interference, and to ensure that your government’s conduct is aligned with international legal obligations and full respect for Somali sovereignty.
