In a Latin country it’s fine cuz everyone adjust accordingly, so it cancels out. Latins aren’t late they just speak in code about time. If they want ppl over at 7 they will say 5 etc. it circles back to punctuality

@HabCorpLinguist I agree. Had these sentences started with “however,” no one would question the comma (but starting sentences w/ “however” is disfavored). The comma after “but” feels comfortable. For a short punchy sentence like “But that is wrong” though, it reads smoother with no comma, imo.

Originally, assessment districts were meant to target taxes on the specific property owners benefiting from what they're spent on—so for example, if the city is replacing all the street lamps in a neighborhood, they charge a fee of property owners in that neighborhood.
