@avidseries Living conditions are downstream of IQ. It is a feedback loop that begins with genetics. The average intelligence of the population creates the environmental conditions that perpetuate their mean.

There's plenty in these data to support the environmental position on race and IQ.
For example, Central Americans fare nearly as badly as Sub-Saharan Africans in IQ, yet have significant European ancestry.
North Africans are genetically closer to Europeans than Sub-Saharans, yet have a mean in the mid-70s, which is lower than the mostly-black Caribbean.
The one thing that these data illustrate perhaps more than anything else is that living conditions and cultural variables play an important role in shaping global IQ differences.

In the course of responding to @lilmoemusic's characterization of global IQs, I went to ViewOnIQ.org and downloaded David Becker's database of global IQs (AFAIK, still considered the most rigorous of the attempts to do so) and grouped the 149 countries into regions. Here are the results. Note that "Anglosphere" includes the UK, Canada, Ireland, USA, Australia, and New Zealand. The means are not weighted by population. BTW, the website has an extremely detailed discussion of methodological issues.
