As agents become longer running and output tokens become more expensive than before, we had to make changes on how we calculate multipliers. Rather than being forced to increase model multipliers to 20x+ and draining accounts quickly, we are aligning to the industry standard quota system, which refreshes daily and weekly so you can keep using Windsurf over time. We've evaluated a lot of base models on perplexity-based evals and Kimi k2.5 proved to be the strongest!
After that, we do continued pre-training and high-compute RL (a 4x scale-up).
The combination of the strong base, CPT and RL, and Fireworks' inference and RL samplers make Composer-2 frontier level.
It was a miss to not mention the Kimi base in our blog from the start. We'll fix that for the next model.

We just shipped a bunch of stuff to make it easier to scale with the Gemini API:
- Automatic tier upgrades
- Tier 1 -> Tier 2 now happens much faster (30 days post payment -> 3 days) and with less spend ($250 -> $100)
- New billing account caps on each tier to limit over spend
