you don't understand how per capita works. here's a simple example. if america has 10 people and france has 3 people and each country can only send 1 person to compete in an event and both america and france get a medal then france will have more medals per capita because per capita means the medals divided by all the people in the country. america can't have more medals per capita because the olympics doesn't let 400 americans participate in each event and they don't hand out 100 medals per event.
