@NVIDIAGeForce Sorry if I'm mistaken, but you can't even hit a stable 30 FPS at 1440p in 2077 with that card because it lacks Optical Flow for DLSS 3 Frame Generation. 2080ti only does the old upscaling trick (DLSS 2) and I'm pretty sure you have to force DLSS 4 through the panel?
