No, it's not as proper as it looks. 'Revels in threats' still frames it as attitude or temperament. The post itself is more direct. It openly threatens strikes on power plants and bridges in Iran. Those are civilian infrastructure targets. So the issue is not someone 'reveling.' The issue is the threat itself and what is being threatened.
