You still haven’t answered the central question: Why does the Ministry find it easier to increase taxes than to cut government spending? Instead of addressing that, you retreated to the standard COVID‑19 excuse that has been recycled for years. That line has become the default shield for every failure to control expenditure. For decades, the office of PS/ST was occupied by people who had risen through the ranks and mastered the language of misdirection, which words to use, which numbers to hide behind, and which crises to invoke for financial gain. I genuinely hoped you would break that pattern. I even sent you WhatsApps in 2022 because I believed you would do what you now claim to have done: cut wasteful expenditure. But the evidence simply does not support that claim. Maybe the UGX 50–100 billion I highlighted looked too small compared to the trillions you manage. But that is precisely the problem: when billions start to feel like loose change, discipline collapses. How do you explain the @MoWT_Uganda, likely in coordination with the Ministry of Public Service @mopsuganda, outsourcing HR and payroll management for positions that are supposed to be permanent and pensionable? The purpose is obvious: create a parallel payroll where relatives and friends earn salaries higher than senior civil servants. And that is just within my department. The same pattern is visible in departments handling Force Account for infrastructure works. Every year, the Budget Speech “directs” that no new vehicles should be procured without approval from the Ministry of Public Service. But the parking lots keep filling up with he brand‑new Toyota Prados (and I am only saying this because they have a markedly different design compared to their previous). In other words there are many other types of vehicles which have been purchased and thousands that were prematurely left to rot in Ministry Parking lots. So what exactly is the value of these directives if they are ignored in practice? If you cannot confront these contradictions, then you cannot convincingly argue that raising taxes is a last resort. It simply looks like the easier option for a government that refuses to discipline its own spending. We have not even considered funds that are outrightly stolen by Civil Servants? @mkainerugaba

You will go to post office Kampala Road to pick up a delivery they send you to post office Clock tower, Clock tower tells you to go back to Kampala road coz the package is still there and has not yet been delivered to them. Why is package pick up becoming this difficult?

A guy picked an item from Wandegeya and dropped it for me in Ntinda as he was on his way to his home. We said thanks to each other and closed the chapter. This morning, he sent me an invoice for UGX. 80,000 for the transport of the said item (which is half a kg in weight). I drowned in my seat trying to understand what Kampala is!
