I’m just spitballing here, but could be that Trump will not move unless a Federal Employee is harmed - OR - until Minnesota officials call for help. Waltz is reportedly resigning next week. I’m confident the President has a lot of intel on what is going on, who’s behind it, and what they’ve planned. If Minnesota is going to allow a thousand paid agitators to work up a gullible crowd into burning a city half down, it’s a matter of who will look worse when the dust settles. Hate to put it like that, but be sure the Administration has gamed this out with military and political components.
