Congress, in its infinite wisdom, just passed PL 119-37 and cut USDA-APHIS’s FY 2026 Specialty Crop Pest program by -6.1%. APHIS needs $218M to protect U.S. specialty crops from invasive pests. Congress provided $205M. Along with this, the use of vaccines in laying hens is absolutely critical if the U.S. is to be successful in mitigating bird flu. +30 countries have used vaccination against highly pathogenic avian influenza (HPAI) since 2005. Bird flu is widespread in wild birds worldwide. Time is of the essence.

In 2018, President Trump proposed budget rescissions totaling $15.349 billion from 38 appropriations accounts. Congress did not enact any of these proposals. The last budget rescissions adopted by Congress were part of the Consolidated Appropriations Act, 2021. USDA -$1.5 B from SNAP, -$1.2 B from Pell Grants, -$1B from HHS CHIP, -$800M from HUD CDBG, -$500M from Fed Transit Capital Investment Grants. Some funds were reallocated to other priorities.

On the 25th anniversary of NEPA, Kathleen McGinty, then CEQ Chair, examined NEPA's effectiveness in a 1997 report. Despite efforts to streamline NEPA, it remains time-consuming and costly. The 2020 CEQ regulations aimed to improve efficiency, but challenges persist.
