First of all, Frodo never "passed." The premise is ridiculous right off the bat.
Secondly, while Merry and Pippin are somewhat exceptions, making hobbits, ESPECIALLY Sam, want to go on a "new adventure" totally misunderstands the very truth and nature of hobbits (not to mention the perfect conclusion to The Lord of the Rings).

Having “Tolkien scholars” in the writers room didn’t stop Rings of Power from being complete dogwater. Stephen Colbert being some Tolkien encyclopedia doesn’t give him credence to craft an actual SEQUEL to LotR.
