You don't understand how doxastic states work. Weak atheism is the doxastic state that is absent belief in God, e.g:
P = "God exists"

That is, agent a does not believe P. Strong atheism is the doxastic state that God does not exist (positive disbelief), e.g:

That is, agent a believes that God does not exist. Strong atheism entails weak atheism, e.g:
BaโยฌP -> ยฌBaโP
Anyone who is a strong atheist is also a weak atheist. Both are doxastic states concerning the proposition, "God exists", but only strong atheism is itself a belief.
Weak atheism is the absence of that belief.
