The key word here is “hope.” There is no guarantee that a Democratic administration would immediately change H-1B policies upon taking office. Since OPT and H-1B visa holders are not eligible to vote, it is unlikely that policy changes affecting them would be prioritized or fast-tracked. Additionally, while the $100k offshore fee on H-1B petitions was introduced under Donald Trump, much of the current scrutiny around H-1B programs stems from ongoing complaints and enforcement actions related to misuse. My 2 cents- these compliance checks and enforcement measures are likely to continue regardless of which party is in power.
