Perhaps Trump would have done this regardless, but let’s not forget Biden created this pre-emptive pardon precedent. The only good news that might come out of this pardon corruption: we will get a bipartisan supported Constitutional amendment to create a Congressional nullification process for all presidential pardons.

No, Chuck, we will not. Congress cannot review or limit powers granted exclusively to the Executive. Biden did not start this bad practice at the end of his term. Joe preemptively pardoned staff and family because his Autopen operator understood that the lawfare waged from the outset of Biden's term was going to have consequences.
