People they trust. Good people in their community who they have known their entire lives. They will be told that they may not understand the reasons behind such arrests, but that they were thoroughly vetted by law enforcement using "state of the art technology". THIS is the app they are going to use to message to his followers, and others who download the app out what they perceive to be necessity, to try to keep America calm when the power is cut, and the mass arrests of American Patriots take place.
