This is one of the ways the IHRA definition of antisemitism harms Jews. It renders statistics like this essentially meaningless.
In the UK, hate speech can be a criminal offense. So if someone sprays political graffiti on a wall, that’s a crime. If it targets Jews, it can be charged as a hate crime.
But here’s the problem: If the graffiti is about Israel—say it “delegitimizes Israel”—but says nothing about Jews, IHRA can be used to argue that it is antisemitic. It can thus be recorded or reported as a “hate incident” or even a “hate crime.”
However, because IHRA is not legally binding, law enforcement still has to decide whether there was actual hostility toward Jews. If they conclude it was political speech about a state—not about Jews—they won’t prosecute it as a hate crime.
So what do you get? A “hate crime” on paper that is not prosecuted as a hate crime in law. That inflates the number of recorded antisemitic hate incidents while not increasing prosecutions—making it look like antisemitic crimes are being ignored or under-prosecuted compared to other groups.
It is important to know whether hate crimes against Jews are being prosecuted. But because UK accepted IHRA, we no longer are able to know that with data such as this—because IHRA distorts the comparison. And that harms Jews.
Zionists are unable to see this. They are indoctrinated to think that if something supports Zionism it is automatically good for Jews.
