Today, community members gathered at Ken Whillans Square to raise the National Flag of Palestine at City Hall for the first time. The City’s Flag Policy supports charitable and non-profit organizations representing nations recognized by Canada. With the Government of Canada’s official recognition of the State of Palestine on September 21, 2025, this request aligned with City policy, giving the community an opportunity to come together in recognition. WINNIPEG, MANITOBA – Shawn Lamb, who pleaded guilty in 2012 to killing Carolyn Sinclair and Lorna Blacksmith and was a suspect in the disappearance of Tanya Nepinak, has been granted statutory release after serving two-thirds of his 20-year sentence.
The families of the victims learned of the release through media and community contacts.
According to Manitoba Keewatinowi Okimakanak (MKO), the Parole Board of Canada has imposed conditions requiring Lamb to live in a designated facility for at least six months due to his assessed risk.
Community organizations, including MKO and the Southern Chiefs’ Organization, issued statements noting concerns about his release.
