【路德社｜路德时评｜剪辑】 💥 川普的“停火”其实是战争权力“60日时钟“的重置 5/1/2026 @lude_media 两周前停火的时候，路德社就说这是总统60天战争权力时钟的停止。现在中共以及各个媒体也已经意识到了。 其实本周四战争部长海格塞斯和参谋长联席会议主席凯恩将军出席的众议院和参议院的听证会，就是把“史诗狂怒”这个项目结束了。 中共本来指望着让伊朗撑过60天，川普那边就打不下去了，就得撤军了，结果又落空了。因为中共和伊朗的思维都处于很低层次的。 美国解决问题的方式有很多，包括但不限于： ➊ 美国《战争权力决议》对于“停火”的概念规定得很模糊，到底什么叫“停火”，川普说“停火”就停火了，而且在这个过程中，中共和伊朗也很蠢、很配合，果然在4月7日宣布停火以来没有再与美军交火，事实上做到了“停火” ➋ 如果伊朗不停火，继续攻击美军，但由于伊朗方面也承诺“停火”了，那就事实上构成了“不宣而战”对美国的攻击，相当于宣战，那么美国国会就可以投票对伊朗正式宣战了。 ➌ 《战争权力决议》中的“总统自卫权”，总统有权利在美国面临风险的时候“先发制人”，美国2月28日对伊朗发动打击，就用的是“总统自卫权”，理由是伊朗正要对美军基地发动先发制人的袭击，所以川普总统动用了“总统自卫权” ➍ 60天“时钟”重启，打打停停，停停打打。“总统战争权”的60天重启，奥巴马时期也经常使用，当时空袭叙利亚的时候就是这么操作的，当时共和党占多数的国会也无可奈何。 ➎ “总统战争权”在一定层面上来说，是最高权利，哪怕国会想阻止，起诉总统到最高法院，最高法院也不会接，因为这属于“政治”。 ➏ 封锁，不算战争，封锁可以持续进行下去。战争必须有开火才可以。 ➐ 美国在2001年“9·11”后，9月14日 美国国会授权了一个打击恐怖主义的“战争授权”法案——《使用军事力量授权法案》 (2001 AUMF)，这就是沿用至今的美国全球反恐战争的权利来源，这个总统权力没有时间限制，只要是与“9·11”恐怖主义有关的，美国总统就可以随时打击。这个权利川普总统也可以使用，因为伊斯兰革命卫队已经被定性为“恐怖组织”了。 所以，接下来川普总统至少还有60天，如果60天再加30天，90天足够把伊朗的“残余势力”搞定。如果结合使用多种任务形式和授权，持续打几年都没有问题，都完全合法。未来打击中共也是一样的。 #路德社 #LudePress #LudeMedia
