What happens when a paper market meets a physical market and there is a massive disparity in pricing of a commodity?
When the paper market price (US futures) is much lower than the physical market price (Shanghai), traders buy the cheap futures contracts and later request physical delivery of real silver bars. They then ship those bars to Shanghai and sell them at the higher physical price. This helps drive prices together because:
1. Taking delivery in the US increases demand for real silver there → pushes the US paper price up.
2. Selling silver in Shanghai adds supply there → pushes the high Shanghai price down.

@Macrobysunil I'm glad the cycle is here, but in my experience with the top tier controllers, it's a forced/manipulative process, which makes timing difficult to predict versus chart watching. But I believe that the new controllers are close to switching the train tracks.
