My current understanding, and to me makes the most sense, is that the two witnesses in Revelation aren't actual 2 individuals but the representation of the Law (Moses) and prophets (Elijah) as witnesses against Jerusalem. This is why they appear to look like the two

The New Testament explicitly identifies the fulfillment of Zion and Jerusalem as the covenant people of God, not a future geopolitical city. Hebrews 12:22 says believers had already come to “Mount Zion and the heavenly Jerusalem.” Paul says, “the Jerusalem above is our mother” (Galatians 4:26). God dwelling in Zion is fulfilled in Christ and His people, who are now the dwelling place of God (Ephesians 2:21–22). This is not spiritualizing. It is following the New Testament’s own interpretation of the promises.
