Frank Gashumba: The Governor of the Bank of Uganda explained the implications of the Sovereignty Bill, but if there is a determination to pass it, it will still go through. I doubt that these MPs have even watched that clip.

Problem is, a large portion of our Parliament lacks solid formal education. It’s often estimated that about three-quarters of the members did not complete UCE or UACE, and instead pursue short courses,sometimes at places like Jimmy Sekasi to obtain qualifications that make them eligible to run for office.
As long as the academic requirements for becoming a Member of Parliament remain low, these challenges will persist. For example, it becomes difficult to expect some MPs, like Kabanda, Ssekindi, or Rwashande to clearly grasp and explain complex economic concepts such as the balance of payments.

"Chairman, a country without reserves is not sovereign. The potential of this Bill to destabilize Uganda’s balance of payments is our primary concern as a central bank. For example, last financial year the overall balance of payment surplus was USD 1.5 billion. That’s how we were able to increase our reserve coverage by USD 1.5 billion. Today as we speak our reserves are close to USD 6 billion. Why? Because these inflows have been coming in. Her biggest weakness is chasing cheap popularity. She seems unable to defend her own statements, instead attributing them to AI. It raises a troubling question about where the country is headed when leaders openly misrepresent the truth.

My understanding of the bill is that its framers are trying to curb financial support being channeled to political parties, that’s essentially its aim. In my view, if this is the concern of the government, the Financial Intelligence Authority could address it effectively, rather than duplicating efforts and wasting public time. Passing this bill into law could also make existing legislation, such as the Anti–Money Laundering Act, redundant.
