African Union Development Agency (AUDA-NEPAD) – 43rd HSGOC Session Addis Ababa, 10 February 2026 H.E. Dr. @FitsumAdela, Minister of Planning and Development, participated and presented at the 43rd Session of the AUDA-NEPAD Heads of State and Government Orientation Committee (HSGOC), held virtually on the margins of the 39th AU Assembly. The Session reviewed the 2025 Results-Based Performance Report and progress under Agenda 2063’s Second Ten-Year Implementation Plan, including infrastructure, agriculture, health, digitalization, climate action, and resource mobilization. In her intervention, Dr. Fitsum commended AUDA-NEPAD’s strengthened institutional capacity and reaffirmed Ethiopia’s commitment to advancing flagship continental initiatives. She emphasized the importance of operationalizing the Agenda 2063 Development Fund and expanding the Agency’s footprint to enhance impact at the country level. The meeting also considered the Steering Committee’s recommendation to renew the mandate of the current CEO, following broad support expressed during prior deliberations

Africa has spoken with one voice at the 2025 UN Climate Change Conference (COP 30) in Belém, Brazil and the world has listened. Ethiopia extends its heartfelt gratitude to the African Group of Negotiators for their unanimous endorsement of Ethiopia’s bid to host COP 32 in Addis Ababa in 2027. We are grateful for the opportunity that the Conference of the Parties is giving us to spearhead the collective effort to tackle one of the most daunting challenges faced by humanity. We are honored to be entrusted by the global community with such an important responsibility. This recognition reflects confidence in Ethiopia’s leadership in climate action and its capacity to host major global events. The Government of Ethiopia, led by the Ministry of Planning and Development, convened a recognition dinner reception for its partners for the historic Second Africa Climate Summit (ACS2) on October 16, 2025, at the Hilton Hotel in Addis Ababa. The event brought together a distinguished higher government officials of FDRE, Ambassadors and Heads of Diplomatic Missions, leaders of international and regional organizations, representatives of foundations and Philanthropies, the private sector, civil society, non-state actors, and youth volunteers to celebrate the successful conclusion of the historic summit. The adoption of The Addis Ababa Declaration at #ACS2 is a turning point for Africa’s climate journey. It sets out a united African position on the Africa-led solutions such as nature-based solutions, fair climate finance, adaptation and resilience, and just transition, making clear that what Africa needs is not aid, but provision of fair, predictable grant-based climate finance , and scaled-up investment. The close of #ACS2 marked a turning point: Africa secured multi-billion-dollar commitments to finance renewable energy, nature-based solutions scale adaptation, and build resilient infrastructure. These pledges are not framed as aid, but as investments in Africa’s people, markets, and innovations that will power a greener global future. From the Africa Climate Innovation Compact, mobilizing $50 billion annually, to the Africa Green Industrialization Initiative backed by $100 billion, and the operationalization of new climate funds through African financial institutions. The Danish Government is also committed to providing $79 million for food systems transformation in Ethiopia. The scale of ambition is historic. Each figure represents not just finance, but the foundation of a new development model, one where African solutions drive global progress. The challenge now lies in turning pledges into projects: renewable energy grids that light up homes, resilient agriculture that feeds families, and infrastructure strong enough to withstand a changing climate. At #ACS2, one truth stood out: climate solutions must be driven by people, not just policies. Youth and communities are central to this vision, ensuring that decisions today truly reflect the needs of tomorrow. The question is, how do we turn this vision into action? Implementation can be seen through: -Stakeholder consultations that shape the outcomes of the Summit from the ground up. -Youth advisory councils linked directly to the convenors of the ACS2, such as the Government of Ethiopia and the AUC. - The African youths drove their way and helped to organize their own Assembly, such as the Africa Youth Climate Assembly 2025, and came out with the Youth Declaration - Briefing sessions for the African youth were held, and they were directly engaged with representatives of the top Government of Ethiopia from the host country (Ethiopia). - Direct funding for youth engagements, including for the convening of the Africa Youth Climate Assembly 2025 held on 5-6 September in Adwa Victory Memorial Museum, and partners support their engagement. - Intergenerational dialogues to bridge experience and innovation between elders and young changemakers. This is how inclusion moves from words to real impact during the ACS2 processes by empowering those at the grassroots and those who will inherit the future. One of the strongest outcomes of #ACS2 was the commitment to deepen partnerships that link African innovation with global investment, ensuring that technology transfer and co-creation move from ideas to impact. It includes creating the space for ideas to grow, technology to transfer, and green solutions to thrive. But how do we make this real? Implementation can happen through: - Dedicated innovation hubs where African startups access mentorship, funding, and technical support. To this end, the Africa Climate Innovation Compact (ACIC) and the Africa Climate Facility (ACF) were established under the sponsorship of the Prime Minister of Ethiopia (the host of the ACS2). - Climate finance matchmaking spaces linking grassroots projects with global investors. It was called that Africa must be seen as an avenue of climate solutions. - Technology partnerships to adapt global innovations to Africa’s realities (e.g., affordable renewable energy tech, AI for agriculture). The African Development Bank's commitment to Africa's Green Industrialization is worth mentioning. - Youth-focused accelerators to scale up ideas from Africa’s next generation of climate leaders. The Africa Youth Climate Assembly 2025 and the Ethiopian youth volunteers showcased a dedication to running the next journey of climate hubs. - Regional cooperation frameworks so innovations tested in one African country can be replicated across the continent. The nature-based solutions and landscape restoration innovations were praised as Africa's gift to the world, where the leaders promised to support and finance Ethiopia's Green Legacy, GGW, & FR100. - A strong call for the launch of the Africa's Green Minerals Strategy implementation and intention to establish a coalition was another milestone towards a fair and just transition. ACS2 National Media Debriefing Session Today, Friday, September 19, 2025, the Ministry of Planning and Development of Ethiopia convened a National Media Debriefing Session on the outcomes following the successful conclusion of the Second Africa Climate Summit (ACS2). The session was led by H.E. Dr. Fitsum Assefa, Minister of Planning and Development of Ethiopia and National Designated Coordinator of ACS2, who highlighted Ethiopia’s leadership in advancing climate solutions for Africa. “Africa clearly showcased itself as a climate solutions provider,” Dr. Fitsum stated, reflecting Ethiopia’s role in mobilizing collective African climate solutions. The theme of the Second Africa Climate Summit was not chosen by chance. “Accelerating Global Climate Solutions: Financing for Africa’s Resilient and Green Development” reflects both Africa’s urgency and its potential as a powerhouse of global climate solutions. It is grounded on two strategic pillars: - Showcasing Africa-led solutions: expanding renewable energy, driving green industrialization, scaling nature-based solutions for adaptation and mitigation, and investing in homegrown innovations. - Unlocking climate finance reforming global systems, securing predictable and fair funding that matches Africa's fair share of climate policy and solutions, providing to the world, and mobilizing and encouraging private sector investment for Africa’s priorities. By adopting the Addis Ababa Declaration, launching the Africa Climate Innovation Compact (ACIC) aiming at mobilizing$50B annually and 1000 African Climate Solutions, and securing commitments for renewable energy, resilient food systems, and green industrialisation, the #ACS2 showed that Africa is not only addressing its own climate risks; it is powering global climate solutions. The Second Africa Climate Summit (#ACS2) is not an isolated event. It is part of a continuum of global and regional action. Africa is building one connected pathway for climate action. Addis Ababa in September 2025 saw concrete momentum to move from talks to Implementation. - The #CW2 (UNFCCC Climate Week 2-2025) (1–6 Sept), held under the theme of "Dialogues into Implementation," set the technical groundwork with policy insights and recommendations that fed directly into ACS2 and set the scene for COP30 to move into Implementation of the 30 years of dialogues and set of decisions. - The #ACS2 (8–10 Sept) held under the theme "Accelerating Global Climate Solutions: Financing for Africa's Resilient and Development", elevated Africa’s position as powerhouse of climate solutions to accelerate resolution of climate change crisis and positioned Africa with a unified political voice anchored in solutions, resilience, and climate finance, rather than merely a victim of climate change. 𝗧𝗵𝗲 𝗰𝗹𝗼𝘀𝗶𝗻𝗴 𝗼𝗳 𝗔𝗖𝗦𝟮 𝗺𝗮𝗿𝗸𝗲𝗱 𝗮 𝘁𝘂𝗿𝗻𝗶𝗻𝗴 𝗽𝗼𝗶𝗻𝘁 𝗶𝗻 𝗔𝗳𝗿𝗶𝗰𝗮’𝘀 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝗷𝗼𝘂𝗿𝗻𝗲𝘆. Over 25,000 participants came together in Addis Ababa, from heads of state and government to youth and grassroots leaders, and delivered outcomes that shape Africa’s future and echo into COP30: - Africa’s clear message is that Africa is not waiting for, they are leading. Africans came with their climate solutions and financial mechanisms, including the Africa Climate Innovation Compact (ACIC) and Africa Climate Facility aiming to mobilize $50 billion annually, and to deliver 1,000 African solutions by 2030. - The Africa Green Industrialisation Initiative (AGII) secured $100 billion in commitments to transform renewable energy, resources, and industries into engines of green growth. - Multi-billion-dollar commitments, including reaffirmation from Italy’s $4.2 billion Climate Fund, which is committing 70% of the resources devoted to Africa, and the Government of Denmark announced $79 million for agricultural transformation, and new European Investment Bank (EIB) Global technical agreements. - Africa demanded urgent reforms in global finance systems that resonate with Africa's commitments and actions, stressing that adaptation finance is a legal obligation, not charity. Beyond the numbers, ACS2 was about changing the narrative: Africa is no longer portrayed only as a victim of climate change but as a driver of solutions with renewable energy, the Green Legacy Initiative, the GERD, and youth innovation leading the way. As the Summit concluded, leaders made it clear: the Addis momentum carries to COP30 in Brazil. Africa will arrive with one voice, one vision, and a united call for climate justice.
