Pakistan cannot achieve meaningful export growth without industrialisation, our current capacity is simply not enough. The 2021 stimulus did trigger expansion and that momentum should have continued. The real issue was not industrial growth but lack of discipline on non essential imports and absence of structural reforms. Expansion naturally broadens the tax base. What continues to hurt us is the flawed energy policy since 2013, high tariffs, inefficiencies and capacity payments are still crippling industry and burdening the masses.

However, reverting to the same flawed disastrous, consumption-led growth model witnessed in May–June 2021 risks exacerbating structural vulnerabilities and deepening macroeconomic instability. A sustainable pathway requires decisive structural reform. A significant portion of the affluent segment and key sectors remain outside the tax net, disproportionately shifting the burden onto the salaried class and compliant corporates. Pakistan must broaden its tax base meaningfully while rationalizing and lowering tax rates to incentivize compliance and stimulate formalization. Equally critical is fiscal discipline. Public expenditure must be streamlined, and the role of the state recalibrated—govt has no business to be in business- it should enable and regulate markets, not compete within them.
