Government sponsorship into @Makerere and other Institutions of higher learning needs to be reformed. The district quota system should dominate with 75% of all admissions and the national merit system 25%. Science courses should be made deliberately available at 50% of district quota admissions. This way Ugandans will develop interest in rural schools and stop the haemorrhage of would be wealth creation resources into fees. When you have Ministers who don't understand and comprehend how a government is supposed to operate, this is inevitable. Views raised at a meeting cannot and should never be enough evidence to interdict a person at the level of district health officer. There has to be a prima facie evidence or report. This kind of action kills decentralisation. It's also beyond the scope of the powers of a Minister. Ministers are responsible for policy whereas Permanent secretaries run ministries. In the worst case scenario,he should have asked the Chief Administrative Officer to first investigate and provide a report to the Permanent Secretary. Then he would liaise with the Permanent Secretary after receiving the report to decide on the next course of action.. With this kind of precedent, locals who don't like local government officials will invite a minister and report him/her so that the Minister can issue directives for interdiction.

The danger in the activism of these raw ministers is the destabilisation of the civil service and service delivery. Civil servants will fear to take decisions. Indecision is more costly than decisions in error.

Eh, @lacor_hospital, this last two days have taught me many things. We need to have a proper, honest, brutal conversation about service delivery in this country. What I have seen, it does matter now if it’s private of government, from heath facilities, education etc, let’s have a brutal conversation. But, Thank you @CapitalFMUganda & @nbstv as I queue for hours at the Hospital, Capital Gang kept be hooked. Years later, @lacor_hospital is slowly loosing it.

My sis @kyakundwa i get your point. And would be alright if the origins of these legal(laws) principles was that straight forward. Unfortunately, they are not! Take this EXTRADITION CONCEPT in International Law; it had roots in the need to apprehend run-away slaves. But most especially, has roots in the need of Western powers to legitimize the Extraction of HUMAN LABOUR and Resources across the global south in the 15th&19th centuries. I will later write about the CENTRALITY of these UNEQUAL COLONIAL EXTRADITION TREATIES in African Colonization.
