At what point are we allowed to acknowledge that presidents have been using military force without a declaration of war since 1942?

@jimgeraghty The decision of using military force is made by a positive vote on a Declaration of War by Congress, per Article I Section 8 of the US Constitution. Once such a declaration has been made, then the Commander in Chief administers such military force.

The criteria: For decades in this sport, we could accurately depict national champion contenders based on talent alone. Talent was the ultimate determiner in outcomes, so much so that we created a Blue Chip ratio that stood undefeated in predictive analysis. Until Indiana. Indiana went (16-0). Flawless. Overcoming talent discrepancy time and time again. Out-executing the opponent for four quarters on the way to a title. It's the best coaching job of my lifetime.

@cremieuxrecueil That's not how this works. It just means the defendants(those charged with a crime) will get a private attorney appointed. This is entirely separate from a district attorney.
