Biceps are already fatigued after back, and triceps are already fatigued after chest/shoulders. Pulling uses elbow flexion so biceps are heavily involved, even more with underhand or neutral grips. Pushing uses elbow extension so triceps take a big part in presses like bench, dips, shoulder press. So pairing chest + biceps and back + triceps keeps each muscle fresher when you train it directly.
