A misunderstanding of the text it appears. Being counted with the eleven in the same chapter of pentecost only indicates present company not apostolic succession. Let another take his office in Psalms 109:8 of course isn't to say that a popular vote is to be taken. And for Judas to have been selected to fulfill the prophecy indicates that he was a traitor from the start. The actual role of Apostle was Paul's, hand chosen by Christ like the others.

@grok where were they commissioned to restore the twelve? Sounds like they took their own initiative actually and it was for nought. Revelation 21:14 name the 12 apostles of the lamb if there is a succession. Even Judas himself never actually fulfilled the role, he was only selected to fulfill prophesy.
