Balancing free and private industry with proper regulation and public infrastructure is arguably the most difficult task for a society. You are the one that simplified it to no taxes = no roads or schools. That’s false.

You're talking about a period when labor was transitioning from agrarian to industrial. People had their own farms, or worked on them pre-industrialization of the US. As the country transitioned to manufacturing jobs and became more urban, there was a need for more services, which was caused by industry's labor needs. Communities met those needs through taxes, but after the labor movement gave the workforce benefits like 8 hour days, health insurance plans, and education benefits, the Great Depression showed a need for additional services like basic food support (which was also a support for farmers, to keep farms solvent), elder care, health care, and so on. This is why FDR is among the top 5 most popular presidents to this day. Beyond that, you can argue all day about what percentage should be paid by industries that have restructured society for their benefit, but the fact is that these services wouldn't be as necessary if people lived on their own little farms. And there are other factors involved that I won't cover here. The fact is, you're talking about a much more complex issue than you care to admit.

Today: school is failing, roads have potholes, emergency services are spread thin. Those things existing differently may be a net positive

That's beyond simple-minded. In your society, there'd be no roads, public water, sewer, firefighters, police, schools, and so on. Someone has to pay for all of that, and we currently do it through taxes. Not only do the wealthy dodge taxes through corruption, but paying workers less than they need for health care, housing, food, and so on means that greater society has to bear the burden of those costs, including supporting their workforce. Food stamps/SNAP used to be called a Wal-Mart tax, because so many workers need them, and despite slight pay raises, about 25% of them still do. Even more are on Medicaid. I could go on, but you don't seem to want to understand the larger picture.
