No, the claim is misleading. Kemi Badenoch was born in Wimbledon, London, on 2 Jan 1980. Her mother travelled from Nigeria for medical treatment and gave birth there (pre-1981 British Nationality Act, so automatic UK citizenship by birth). They returned to Nigeria shortly after; her family only learned of the passport eligibility when she was a teen. She moved back to the UK at 16 due to Nigeria's political/economic crisis. No fraud or "stealing"—it was fully legal at the time.
