The FT just published online my analysis of the new EU fiscal rules (tomorrow on paper). The new rules don't deal with (in fact make worse) the key problem of the old rules: the Commission cannot hold a big member state accountable. Hence, they will not work. ft.com/content/2ce386…

1/Recommend reading Draghi's plea for fiscal federalism in The Economist. Draghi, who engineered a giant bailout of the EZ's national gov'ts at the ECB, makes the case for balanced-budget rules sanctioned by the threat of default.
