New:  The Hendricks County prosecutor files charges against a brother of 11-year-old Oaklynn Vazquez who was found dead in her Stilesville home back in February.  Edmond Mariano Cruz Mendez faces charges of neglect of a dependent and failure to make a report. The probable cause in his case is under seal, but his initial hearing was on Friday and a bond set at $500. Oaklynn's father and stepmother Kenneth and Elba Vazquez are accused of killing Oaklynn by child abuse and torture.  Police say Oaklynn was locked in a basement and watched via video camera. Doctors says she was severely malnourished and covered in bruises, wounds, deep lesions, and blisters. Edmond is the adult son of Elba Vazquez. In her PC Edmond was interviewed about the treatment of Oaklynn. He and his living siblings told police Oaklynn "endured a longstanding pattern of neglect and abuse."  "She was locked in the basement, denied clothing, forced to defecate and urinate in a bucket, had been restrained or tied to a bed frame."  They went on to say she was held in a room in the basement for days at a time. The said she was denied food and given only beans, rice, or sardines “when she was good”.  When she was “very good”, she would get to eat at the kitchen counter but not at the dinner table with the rest of the family. They also told police Oaklynn was forced to perform calisthenics while naked in the basement as a form of punishment. Mendez is now out of jail after posting bond today.
