They should not turn into routine gatherings, where we come, talk about problems, identify solutions, and then a year later return only to find that everything is still the same.
Let’s examine ourselves. Many of you here have the capacity and the technical knowledge. But then something comes along and removes that capability, and suddenly one wonders where it went, where it disappeared to.
When you have capacity, knowledge, and everything that is needed, yet nothing tangible comes out of it; when you cannot point to where you were yesterday and where you are today, and be able to say we are moving forward and progress is visible; then there is a problem.

Today, Rwanda was recognized with the Best Government Service in the World award at the GovTech Prize 2026 Awards for @IremboGov, developed by IREMBO. The award was received on behalf of @RwandaGov by Amb. @JohnMirenge and Estelle Kayitesi, Head of Policy and Partnerships @TeamIrembo during the World Government Summit in Dubai.
The GovTech Prize 2026 recognizes global government entities for pioneering technology-driven solutions that enhance public services.

We are excited to announce #Horizon1000, a new collaboration with @OpenAI committing $50 million in funding, technology, and technical support to strengthen primary health care across 1,000 clinics and communities in Africa.
AI offers one of the most powerful ways to support health workers, helping extend clinical capacity, improve quality of care, and reach more people where resources are scarce.
🔹 In clinics and hospitals, AI can provide real-time clinical decision support, up-to-date guidelines, and help with patient intake, triage, documentation, and follow-up, reducing bottlenecks and easing pressure on limited staff.
🔹 For frontline health workers, AI tools can support referral decisions and flag when urgent care or escalation is needed.
🔹 For patients and families, AI-powered self-care tools can offer trusted symptom guidance and referrals helping people know when and where to seek care, aligned with local health guidelines.
All of this will be guided by a clear principle: patient safety and privacy come first.
Working with African governments, we are using innovation to strengthen primary health care and help more communities get the care they need, when they need it.

Rwanda currently has only one healthcare worker per 1,000 people, far below the @WHO recommendation of about four per 1,000. It would take 180 years for that gap to close at the current pace of progress. So, as part of the 4x4 reform initiative, Minister of Health Dr. Sabin Nsanzimana (@nsanzimanasabin) recently announced the launch of an AI-powered Health Intelligence Center in Kigali to help ensure limited health care resources are being used as wisely as possible.
As part of the #Horizon1000 initiative, we aim to accelerate the adoption of AI tools across primary care clinics, within communities and in people’s homes. These AI tools will support health workers, not replace them.

Today, we celebrated the official launch of #eKash. Though powering transactions since 2022, @RSwitch and partners came together to mark the end of the silent inefficiencies that once held back how people made payments.
eKash is the bridge that removes past hurdles by connecting mobile money, bank apps, MFIs, SACCOs and FinTechs that previously operated in silos.
As a national project under Rwanda’s National Digital Payment System, eKash is secure, instant, affordable and inclusive, expanding access for citizens, MSMEs, women and underserved groups.
