@Wana____ I doubt this. It may be part of the reason, but the real reasons are:
1. There is no money on Montreal. Not close to Toronto & Vancouver. Or even Calgary for that matter.
2. Quebecois could care less about soccer. Even the Canadian men's team doesn't play there.

Just found out Montreal isn't a host city for the World Cup because FIFA's condition was no major sport events one month before and after the WC.
They would have had to cancel the Canadian GP and they told FIFA to go and suck dick.
