The need to end draconian bureaucracy in Education Admissions and a Call for Fairness and Transparency. The foundation of any progressive education system lies in fairness, transparency, and equal opportunity. However, recent developments in the admissions process for Health Training Institutions under the Health Education and Training (HET) framework raise serious concerns about the direction our education sector is taking. The introduction of interview-based admissions for A’ Level direct entrants into diploma programmes represents a sharp departure from the established, merit-based system historically managed through centralized processes. This shift risks reintroducing draconian policies that undermine objectivity and open the door to discretion, favoritism, and institutional bias. For years, Uganda’s admissions system has relied on structured, transparent mechanisms coordinated through the Department of Admissions, Scholarships and Student Affairs (ASSA). This system minimized bureaucratic bottlenecks, ensured accountability, and protected the integrity of academic selection. By contrast, the new interview-based approach appears to expand layers of administrative control rather than reduce them contradicting the broader goal of streamlining education governance. Instead of dismantling bureaucracy, the current model risks repackaging it in a more opaque form. Interviews, if not carefully regulated, can become tools of exclusion rather than inclusion, disproportionately disadvantaging capable students who may lack social capital rather than academic merit. Education reform should aim at de-bureaucratization, not the entrenchment of arbitrary decision-making structures. A student’s future should not hinge on subjective panels but on clearly defined, merit-based criteria that are publicly verifiable. Moreover, this deviation appears inconsistent with the guiding legal frameworks governing Technical and Vocational Education and Training (TVET). Policy shifts of such magnitude require not only legal backing but also stakeholder consultation, institutional alignment, and clarity in implementation. At a time when Uganda is striving to expand access to quality education and build a competent workforce, it is imperative that admission systems remain equitable, predictable, and transparent. Today, as the gates of Kyambogo University opened for the #21stgraduation, something beautiful happened on that red carpet. Atwiine Timothy, a boy of the village, child of Universal Primary Education and Universal Secondary Education, did not walk alone. In his hands he carried a framed portrait of His Excellency President Yoweri Kaguta Museveni. With every step he took toward the podium, tears rolled down his cheeks. When he reached the centre of the carpet, he stopped, lifted the portrait high above his head, and spoke with a voice that broke yet never wavered: “Your Excellency, this gown I am wearing, this degree I am receiving, this moment I am living… none of it would exist without you. I come from a home where school fees were a dream too heavy to carry. But because you said education must reach every child, I sat in a UPE classroom. Because you said no child should stop at Primary, I continued to USE. And because you believed that even the poorest among us can reach university, today I stand here… a graduate. This cap, this gown, these cheers — they all belong to you first. Baba, I may never shake your hand, but please know: today a village boy walked the red carpet carrying your picture the way a son carries his father’s pride. Thank you for giving wings to children who had no shoes. Thank you for turning ‘impossible’ into ‘graduation day.’ From the bottom of my heart, and on behalf of millions who will never get the chance to say it in person: Tweyanzizza nyo, Your Excellency. Long live the father of UPE and USE. Long live the dream that made today possible." And with that, Atwiine Timothy bowed deeply to the portrait, placed it gently over his heart, and walked to receive his degree… proof that one man’s vision can lift an entire generation from the dust into the sky. Today, Uganda did not just graduate a student.
