NDS2: Zimbabwe is putting an end to the era where digital services like Netflix, Spotify, and Starlink generate revenue without contributing locally. Starting January 2026, a 15% Digital Services Withholding Tax will be imposed on payments to foreign digital platforms.
This tax targets various services, including:
✍🏽Streaming Platforms: Netflix, Spotify, YouTube Premium
✍🏽Ride-Hailing Apps: Bolt, inDrive, Uber
✍🏽Satellite Internet: Starlink
✍🏽Online Content: Digital advertising, e-commerce, online subscriptions
The tax aims to ensure fairness in the digital economy and generate revenue for Zimbabwe. Local banks and financial institutions will be responsible for deducting the tax.

🌊 Women Steering the Blue Economy: From Policy to Practice 🌍
At the O20 Summit, under the South African Presidency, we proudly joined the Advisory Board of the O20, bringing Africa’s voice and vision to the global ocean agenda.
💙 To ensure that policy meets practice, we organised a side event on Women Steering the Blue Economy: Empowering Roles in Fisheries and Aquaculture and supported members of the African Women Fish Processors and Traders Network (AWFishNet) – South Africa Chapter (SANWFA) – to participate and share their lived experiences as ocean entrepreneurs, innovators, and guardians of sustainability.
In her remarks, Dr. Bernice McLean, our Head of Fisheries and Blue Economy, captured the essence of the dialogue:
“As Africa’s development agency, AUDA-NEPAD bridges continental policy and local practice — connecting governments, communities, and partners to ensure that implementation reflects the voices of those driving change on the ground."
Key takeaways from the panel:
• Capacity and knowledge: Training, mentorship, and peer learning are empowering women as innovators.
• Innovation: Women are pioneering new blue value chains in seaweed, aquaculture, and circular economy ventures.
• Sustainability: Communities are turning waste into wealth, linking ocean health with livelihoods.
• Policy coherence: Frameworks like the African Blue Economy Strategy and Agenda 2063 offer pathways to scale gender-responsive models.
Dr. McLean further linked the discussion to the OCEAN20 vision — calling on the global community to bridge ambition and action by centering people in ocean governance.
🌐 Priority messages for the G20 Social Summit:
•Center people in ocean action.
•Invest in blue skills and gender-responsive financing.
•Foster inclusive innovation and partnerships.
•Embed circular economy principles.
•Strengthen continental–global synergy.
The message was clear: Africa’s Blue Economy thrives when its governance is inclusive.
When women, youth, and communities co-design ocean solutions, we build not only a sustainable blue economy — but a connected, just, and resilient future for people and planet.
