The US is taking Hormuz to the UN Security Council.
The US is now forcing every Security Council member to vote publicly on freedom of navigation in Hormuz. Not just China and Russia. Every nation on the fence has to go on record.
Saudi Arabia, Qatar, the UAE, Kuwait, and Bahrain all participated in drafting the resolution. This is a united Gulf front. Even Qatar, which has maintained ties with Iran throughout this conflict, is co-authoring.
All 15 members vote regardless of the outcome. A resolution needs 9 yes votes and no veto from the 5 permanent members (US, UK, France, Russia, China). Members can abstain, but an abstention is not a veto and the resolution can still pass. Even if Russia or China vetoes, every member's vote is on the public record.
This vote forces on-the-fence allies to go on the record after the legal framework the US has built over the last few days.

Trump is likely on the phone right now with every ally who was on the fence. Iran just fired cruise missiles at US military ships during a declared humanitarian operation to free commercial vessels. That is the cleanest justification for coalition action any president could ask for. The call to London, Paris, Canberra, Tokyo, Seoul, Riyadh is simple: they attacked our ships while we were rescuing yours. Are you in or are you out. Whether more allies join or stay on the fence will determine how effective Trump's legal architecture was. He framed this as a humanitarian operation for a reason.
