I agree with this. The problem is the massive overreach of the regulations they have already brought in has resulted in 'unintended' consequences.
Operators are scared of fines so are demanding absurd amounts of documentation. They are also using the cover of regulations to avoid paying out.
Gamstop has meant tens of thousands of vulnerable customers have gone to the black market. I predict Gamprotect (where the user gets excluded from the legal market without asking to be excluded) will lead to even more vulnerables going to the BM.
If Rhodes tries to mandate open banking for the SCV I imagine the BM will go through the roof.
As the Black Market grows Rhodes will need more money and people under his control to 'tackle' it. But he will never stop it. USA and China could not stop it. The war on drugs failed. Alcohol prohibition failed.
We need sensible policies that have a balance and keep people playing in the licensed market where they can be taxed and helped, if needed.
Yes that will mean a smaller gambling commission with less people, less regulation and a smaller black market to deal with. But it will also mean less gambling harm, higher taxes and more punters having fun.
I have simple set of question for regulators and operators.
1. If I have £1m left in the world to my name am I 'allowed' to bet it on a horse to win?
2. If I have £1000 left in the world to my name am I 'allowed' to bet it on a horse to win?
3. If I have £1 left in the world to my name am I 'allowed' to bet it on a horse to win?

We welcome today’s publication by @DCMS of the Gambling Act Review White Paper and look forward to engaging constructively in consultations with Government and partners to secure a bright future for our sport.
British racing has provided several pieces of detailed evidence to Government and Parliamentary committees to inform thinking about the Gambling Act Review in the past 3 years – including a substantial response to the Call for Evidence.
While we support modernising UK Gambling Regulation to make it fit for the digital age we are clear that any changes must strike a balance between consumer freedom and protection and recognise the unique relationship between racing and betting. We are encouraged to see our representations recognised.
We are also pleased to see a review of the Horserace Betting Levy in the White Paper. The Levy provides valuable funding for British racing and a positive reform is vital to ensure British racing retains its international competitiveness, and supports jobs and investment in rural communities. We urge DCMS to start its review process at the earliest opportunity.
