South Africa likely to favor SpaceSail over Starlink amid tensions with Elon Musk As South Africa seeks to bridge its digital divide and expand internet connectivity, a new player from China, SpaceSail, is emerging as a strong contender against Elon Musk’s Starlink. The shift in preference comes at a time of growing tensions between Musk and the South African government, driven by regulatory challenges and the billionaire’s outspoken criticism of the country’s policies. SpaceSail, backed by China, is poised to seize the opportunity and may soon become the preferred satellite internet provider in South Africa, capitalizing on the nation's strategic alliances with Beijing. In South Africa, Starlink’s promise of improved connectivity for rural areas, often plagued by unreliable broadband, has generated considerable attention. However, Starlink has yet to launch in the country, primarily due to South Africa’s stringent Black Economic Empowerment (BEE) regulations, which require foreign telecom companies to offer 30% equity to historically disadvantaged groups. Musk has been vocal in criticizing the BEE rules, calling them “openly racist”, and even suggesting, wrongly, that Starlink’s inability to operate in South Africa is due to his race. South African officials, including Clayson Monyela from the foreign affairs department, have denied these claims, stating that the issue lies in compliance with local laws, not Musk’s racial background. The Independent Communications Authority of South Africa (ICASA) has also pointed out that Starlink has not yet formally applied for a license, which further delays its entry into the market. China’s strong economic ties with South Africa its second-largest trading partner offer SpaceSail a distinct edge over Musk’s Starlink. While Musk has clashed with the South African government over policy and politics, China leverages its BRICS membership and history of infrastructure investments in Africa to ease the way for SpaceSail.
