I have been following the ongoing debate around "development" or lack thereof in counties such as @WajirKE - and I have something to say about it. The key issue in all these places - is incompetence in government, greed, and corruption. By incompetence, I mean of the County Government, as well as outside. More specifically, incompetence in the set-up of our structure of government. Let's take Wajir for example. In 10 of years of devolution, Wajir has received KSH 84.2 billion in transfers from the National Government. National Govern is fancy word for ALL Kenyans. Today, Wajir has a 65% poverty rate. This poverty rate has not changed in any meaningful way in these 10 years. How is that possible? Let's look at where the money goes. Using data from 2023-2024. In that year, the County had a budget of KSH 11 Billion. Out of that KSH 11 billion, the County only raised KSH 90 million locally that year. That is, less than 1%. 10 years into devolution, Wajir can only raise at most 1% of its budget. The County Assembly - with 46 MCAs took about 10% of the budget. Around KSH 1 billion. That means that each MCA cost about KSH 20 million. Each. One MCA cost KSH 20 million. And there are 46 of them. That is a big deal. This is a lot of money to lose to 46 people anywhere, and even worse, in Wajir, a county with a 65% poverty rate. Let's stop here for a second as ask ourselves, WHAT IS THE VALUE CREATED BY 46 MCAs in Wajir, a county that can only make KSH 90 million locally? What is the value? That question needs an answer. After losing 10% of the budget to 46 MCAs, what happened next? Well, the County spent 42% of the budget on compensation for people in government. The County of 800,000 people employs around 5,000 people. In other words, the county employs about 0.6% of the County Population. But this 0.6% of the County Population took 42% of revenue in salaries ALONE. In other words, upwards of 50% of revenue is gone at this point. To 0.6% of the population. By the way, spending 42% of the budget on revenue is ILLEGAL. Public Finance Management (County 2015) caps such spending to 35%. But in 2022-2023 and 2023-2024, KSH 1.4 Billion in money that should have gone to build a school, hospital, or road, was illegally sent over to this 0.6% of the population - IN EXTRA PAY. Even worse, the 46 MCAs whose job it is to tell the Executive to obey the law and serve people, did not stop it. Why? They were in Singapore, Dubai, or Turkey literally every other week. No time for issues like that. That law by the way is very generous and not helpful to citizens. My studies in the private sector show many successful companies spending 25% of revenue on compensation and public sector spending 18% - 20%. You can see then that Wajir citizens are losing a huge chunk of money that should be making a difference in terms of services and development. So, that system is set up to fail citizens by allowing close to double spend on salaries and wages, relative to what is common in self-respecting governments. That year, the County spent KSH 417 million travelling in style. International trips included Dubai, Turkey, Singapore, and Geneva. 10 people travelled to Turkey to learn all about "resilience and decision making". Cost? KSH 8.3 million. 4 travelled to Turkey to learn all about "public service leadership mastery". Cost? KSH 3.6 million. There was even a trip to Singapore to learn all about "diversity and inclusion". Another 10 people travelled to Dubai to learn all about "institutional capabilities". When it was all said and done, KSH 417 million was spent in both domestic and international travel. The point here is that, that KSH 417 million wasted by dumb politicians will be missed and felt by citizens. Take this amount and multiply by 10 years of devolution, and you have KSH 4 Billion. KSH 4 billion is a couple of Level 5 Hospitals, and a lot of good schools. Remember that Wajir can only raise KSH 90 million in Own Service Revenue - 10 years into devolution. But you would never know that by looking at its spending habits. Think about this: Wajir spent KSH 110 million in "catering and hospitality" for politicians and staff. The 0.6% in government. More than it raised locally. The County Assembly took KSH 1 billion - 10 times the amount raised locally. Travel cost KSH 417 million - over 4 times the amount raised locally. On absolute nonsense. By the time we are done with trips, exorbitant salaries and benefits, and these other things, close to 70% of the budget is spoken for. The County Government that year devoted only KSH 130 million to bursaries - in a county of 800,000 people, with a 65% poverty rate. And - only KSH 202 million for medicine. The county spent 36 shillings on salaries for 0.6% of the population, for each ONE shilling it spent on bursaries. It spent THREE SHILLINGS on travel for every ONE shilling it spent on bursaries - again - in a county facing 65% poverty rate. So, clearly, the focus is not serving citizens, AT ALL. Service to citizens appears to be an afterthought. Lastly, let's look at development. I don't want to make myself the best judge of where and how Wajir County should invest, but I think what is important is that, any investment must return a profit or create value for citizens. In other words, there should be tangible benefits accruing from the investment. That should a universal rule. If Wajir has recieved KSH 84 billion in 10 years, and it has been investing 30% as required by law on development, two things should be conspicuous. (1) We should see actual development on the ground. Roads, hospitals, water infrastructure, etc. (2) If the "investment" was made wisely, the County should be much further ahead when it comes to raising its own revenue. Because a more developed county should attract more people and businesses, which should mean the county has more own source revenue. Is that not common sense? So, 30% of KSH 84 billion is KSH 25 billion. If you are in Wajir, please share pictures of KSH 25 Billion worth of development. Secondly - where is the return for this KSH 25 billion in vestment, if the county can only raise KSH 90 million in a year - which is less than a gas station makes? Finally - the people of Wajir must be engaged and involved in decisions around "development". They have to make the judgement call on whether dropping KSH 44 million on a tractor is REALLY DEVELOPMENT. Or, whether spending KSH 37 million on a fence is development and good value for their money. @WajirKE @WehliyeMohamed @ahmednasirlaw @MoGAbdi @FlavNasmbu @KenyaGovernors

Mariam Mwikali is lying in a hospital bed at Kenyatta University Referral Hospital, not because she is sick anymore, but because the State has imprisoned her with a bill. She had brain tumour surgery. A life-or-death operation. The bill is KSh 2.9 million. SHA has paid only KSh 380,000. The family has been left to beg for the remaining millions. This woman has now spent FIVE MONTHS under detention. Five months. Not in a cell in a hospital ward turned into a jail. Her crime? Being poor after surviving brain surgery. The family has fundraised desperately. So far they have raised KSh 28,600. CS @MOH_Kenya @HonAdenDuale , answer this plainly, without speeches, without politics, without excuses: What exactly is SHA for? Is SHA a health insurance scheme or a public relations scam? How does a government that collects billions every month allow a brain surgery patient to rot in detention for five months? You told Kenyans SHA would end hospital detention. You told Kenyans no one would be humiliated again. You told Kenyans healthcare had been “fixed”. So why is this woman still locked in a hospital bed like a debtor in colonial Kenya? Why is her family being forced to harambees, while the government issues press statements? If SHA only pays 380,000 out of 2.9 million, then call it what it is: a fraud dressed as reform. This is not policy failure this is cruelty. This is not a system glitch this is deliberate neglect. Aden Duale, when you sleep tonight, remember this: A woman who survived brain surgery is being punished for surviving. Her freedom costs money. Her dignity costs money. Her life now depends on begging. Is this the healthcare revolution you promised? Because to ordinary Kenyans, SHA looks like a death sentence with paperwork.
