JUST IN: The China Coast Guard has installed a 300-meter-long floating barrier in the southeast portion of Scarborough Shoal, the Philippine Coast Guard says.
The floating barrier, which was discovered during a maritime patrol mission on Sept. 22, prevents Filipino fishing boats from entering the shoal, the PCG adds.

THE MOST VULNERABLE IN EMERGING ASIAN ECONOMIES
The Philippines has emerged as the most vulnerable from rising food and energy prices among countries in emerging Asia, according to the Nomura Food Vulnerability Index (NFVI).
Nomura pointed out that emerging Asia is exposed to rising food and oil prices since most economies are net oil importers, and food and energy accounts for nearly half of the consumption expenditure.
