Les Syriens présents sur le territoire doivent désormais rentrer chez eux pour participer à la reconstruction de leur pays, comme les Allemands l’ont fait après 1945. » Lors d’une conférence de presse avec le président syrien de transition Ahmed al-Sharaa à Berlin, Merz a déclaré qu’il espérait le retour de 80 % des Syriens vivant en Allemagne dans les trois prochaines années . Cela représente environ 800 000 personnes (sur un total estimé entre 900 000 et 1,3 million de Syriens en Allemagne, dont une partie déjà naturalisée). La priorité est au retour volontaire, encouragé par des aides et le discours selon lequel « la Syrie a besoin de tous ses fils et filles ». En cas de refus, des expulsions accélérées auront lieu pour ceux qui n’ont plus de protection internationale.
