It means while the price of xrp is under 5 dollars. 100 dollars in xrp can be used for 85 dollars in collateral. 15%. BUT over 5 dollars it potentially goes to 100% haircut or for every 100 dollars. Zero of it could be effective collateral. Which would make it not practical for intitutions to hold. Let's hope its an old rule. Its not good news. Its also incentive to keep the price below 5 bucks IMO.
