"We received a phone call from a fire department inquiring if a child care center was still operating because they had stopped there on numerous days to complete an inspection but there were never any staff or kids there. "The center was listed as open and had billed us approximately $1 million in the past 12 months ." He said a senior state official ordered him to delete parts of a document where he described the scope of the fraud.
