It was a distinct honour to speak at the 11th Ordinary Session of the Pan African Postal Union (PAPU) Plenipotentiary Conference at the Lake Victoria Serena Hotel. Joined by the Rt. Hon. Prime Minister and the Hon. Minister of ICT & National Guidance, I addressed a critical turning point for our continent. Although many once predicted the decline of postal services due to the shift away from traditional letter-writing, we are now witnessing a compelling counter-narrative. The surge in global e-commerce has transformed the postal network into a crucial infrastructure for logistics and last-mile delivery across Africa. As we gather in the "Pearl of Africa," our focus is shifting towards how digital innovation, smart delivery technologies, and data-driven logistics can transform post offices into vibrant hubs of socio-economic change. At @UCC_Official, in close collaboration with Posta Uganda, we are already implementing a roadmap for this development. We are no longer just transporting envelopes; we are moving value, enabling trade, and promoting digital inclusion for all Ugandans by repositioning the postal operator as a key driver of our digital future. Our strategy is built on four essential pillars: the full digitisation of postal services, the rollout of robust National Addressing Systems, the modernisation of regulatory frameworks to invite healthy competition, and the seamless integration of postal networks with digital financial services. These initiatives ensure that our infrastructure remains resilient and relevant in a fast-paced global market. By modernising these core areas, we lay the groundwork for a postal ecosystem that can support the burgeoning demands of the modern consumer and business owner alike. However, the true potential of this sector can only be realised through continental harmony, as transformation cannot happen in isolation. To compete on a global stage, Africa must standardise its addressing systems, synchronise customs procedures, and adopt interoperable digital tracking platforms. Through the leadership of PAPU and the Universal Postal Union (UPU), we are working to ensure that a package sent from Kampala reaches Dakar or Cairo with the same efficiency and transparency expected from any global tech giant. As deliberations continue this week, I am confident that the resolutions passed in Kampala will serve as a blueprint for a modern, technology-driven postal ecosystem. We are repositioning the African postal operator not merely as a carrier of physical mail, but as a cornerstone of the African Continental Free Trade Area. Together, we are building a connected continent where the postal network serves as a vital engine for economic integration and shared prosperity. #PAPU2026Kampala #PAPUPlenipot26
