We support Illinois SB 315, which builds on California’s and New York’s landmark AI safety and transparency laws by establishing strong protections to safeguard kids, users, and communities. While we do support SB 315’s third-party audit provisions in principle, we have potential concerns about the implications of how the bill addresses them. We believe third-party audits of frontier models will be important, if implemented properly and professionally, but if not, they carry the risk of becoming politicized or ineffective due to being run through bureaucracies that don’t have sufficient AI expertise. We worry that if many states include such provisions, then AI models will be subject to many disparate and overlapping audits, similar to how money transmitter licensing requires audits from 53 jurisdictions. Furthermore, we think it’s important that states remain harmonized rather than having an arms race of escalating provisions. We won’t weigh in on every piece of AI legislation, but wanted to do so here in order to better communicate the nuances of our AI position. We continue to believe a comprehensive federal framework for frontier AI oversight will be critical so there is one set of rules that provides safety, oversight, and protection for innovation, but that harmonized state legislation (as we’re seeing in California, New York, and now Illinois) is helping shape an emerging national model for AI governance. We appreciate the strong partnership and collaboration among all stakeholders on these issues during the final weeks of session.

There is a great deal of misinformation right now about data centers and water use. The facts are more encouraging: NVIDIA's newest AI systems can be cooled with a water-glycol mix that meaningfully reduces the need for water-intensive equipment. Concerns about local resources deserve to be taken seriously, and they are being answered the right way with better engineering, not with bans. The tweet was about job trends today, rather than about where things may go in the future! We do believe that AI progress continues to be rapid and the future will look quite different from the present in hard-to-predict ways. However, many people are forming their opinions of the future based on their perception of current trends, which is why it’s worth looking at all available data to ensure a well-grounded present perspective. Our goal is to build a broad, cross-partisan coalition that supports a thoughtful, fact-based conversation. We believe AI brings great opportunity and will also be disruptive, like any major technology shift. With a technology this powerful and impactful also comes tremendous benefit (which often gets underemphasized in the narrative), and we’re encouraged to see this in much of the independent economic data being released. We recognize the economic transition ahead. That is exactly why we need a robust access and economic agenda that harnesses AI to create jobs for American workers, helps small businesses compete, expands productivity across the economy, and ensures workers in every community have the tools and training to adapt and succeed. That should include a national commitment to AI literacy; partnerships with schools, community colleges, and workforce programs; practical AI training and certification for workers across industries; and a clear national framework along with thoughtful and consistent state legislation that enables innovation to advance responsibly while protecting the public.
