We must reward voluntary decarbonization. Our Cap-and-Invest recommendations ensure that utility allowance allocations continue to incentivize early climate action while protecting electricity ratepayer affordability.

Lowering costs for consumers is a priority. The Problem Solvers Caucus is focused on protecting your wallet while promoting strict legislative oversight of the Cap-and-Invest program's implementation.

Climate policy shouldn't mean losing California jobs or exporting our emissions elsewhere. We want to preserve the industrial base that the Cap-and-Invest program aims to decarbonize rather than displace it.

We must minimize negative impacts on ratepayers. That's why we recommend reserving 30% of natural gas utility allowances specifically to support low-income residential gas customers who cannot afford to electrify on short timelines.

It is time to put people over party. Our pragmatic approach to the Cap-and-Invest program prevents an estimated $10 to $15 billion in costs from being passed through to California electricity ratepayers and the broader economy.

The Problem Solvers Caucus believes our state's climate program and its economy are most durable when they move together. We are pushing for a Cap-and-Invest program that embeds strong affordability measures and robust leakage protection directly into its design.

At the press conference this morning, the Problem Solvers Caucus raised urgent concerns about the state’s fuel supply and energy security. In a letter to the California Energy Commission, we warn that shrinking fuel inventories, heavy reliance on imports, and global instability are putting California at risk of supply disruptions and rising prices. We are calling for immediate transparency, overdue reports, and a clear emergency strategy—including supply flexibility, better monitoring, and coordination with the California Air Resources Board.
