Question:  if the Iranian regime had successfully launched a nuclear missile (likely more than one, if they could launch one they could launch several) against our country, and it was later learned (by those who were left) that if we had preemptively attacked the regime we could have stopped it -- and our sacrifice, that is, the public's, would've been a temporary increase in the price of a gallon of gasoline, what do you think the reaction would be?

When people talk about the Budapest Memorandum, especially about its so-called “violation”, they simply don’t understand what they’re talking about. These same people also conveniently forget about the memorandum between Baker and Gorbachev, where the US assured that NATO would not expand eastward. Why Is It Called a Memorandum? Because it’s not a treaty, not an agreement, and not legally binding. For a document to have legal force, it must be ratified, which never happened. Until then it’s just a memorandum. You can only violate a legally binding document: a treaty, agreement, convention, or protocol that has gone through a formal ratification process. A memorandum, by definition, a pinky swear, not an enforceable legal obligation. This is exactly why Gorbachev was criticized, because Baker’s promises, along with those of other NATO officials and European leaders, that NATO would not move “one inch” eastward, remained just words. There was no official signed treaty, only memorandums. And yet, these promises were broken first and foremost by NATO and the US starting in the 2000s.
