Yes except "Roll the window down" is not exactly a lawful order. The window was down enough for him to slip his license, insurance etc through assuming what I read that this was a traffic stop due to "excessive speed" then that is all he is required to do. There is no law about how far the window is down as long as you can give them the required documents."Step out of the car" is a whole different story which he did not ask him to do.
