A major question for advocates of an American return to privateering: when you think about where in the world most ships are built today, who will build the privateers? And if they’re not built in America, which other country will be willing to take on the liability of having abetted privateer actions (given the precedent of the Alabama claims)? Ref: the Virginius Affair, William Cushing’s response to the Spanish military governor’s initial refusal to stop the executions of the Virginius’s crew of American and British citizens: “In that case sir, I must request that all the women and children be removed from the city.” (The Spanish governor then quickly agreed to Cushing’s terms.) usni.org/magazines/nava…
